Some classes may need them for certain builds for endgame content. Only payed content is expansions, which is almost mandatory to casual story PvE. When I started this game F2P I had no trouble getting to max level and buying the expansions nor getting around the map since I abused skills to move about. You're only limited on character slots, bag space, and limited Trading-Post use (And chat restrictions). The base game has 1-80 and you have access to Fractals (5 man end-game pve), PvP, and WvW.
